Leading For Change: Barriers to Implementing Evidence Based Reform in Youth Justice, and the Critical Role of Leadership

Abstract

A series of reviews and inquiries into the quality of youth justice services have drawn attention to the need for substantial reform. And yet, there is little evidence to suggest that progress is being made towards implementing change. In this paper we review recommendations made to Australian youth justice agencies, identifying common themes and those recommendations that are most likely to result in reform. We apply learnings from quality assurance and clinical governance in healthcare to identify some ways forward for the sector, as well as acknowledging some of the specific barriers to change that arise in justice sector reform.

  • Luke Butcher, Charles Darwin University

    Luke Butcher has spent the past 15 years leading innovative and award-winning health and human services, including forensic mental health, tertiary public hospitals and youth justice programs. He is an adjunct professor at Charles Darwin University’s Faculty of Health and has research interests in culturally safe care, safety and quality and service design.

  • Andrew Day, University of Melbourne

    Andrew Day is Enterprise Professor in the School of Social and Political Sciences having previously worked as the Head of Research in the Indigenous Education and Research Centre at James Cook University and in the School of Psychology at Deakin University. He has research interests in areas of offender rehabilitation, violent offenders and juvenile justice. He is widely published in the field of forensic psychology and criminal justice.

  • Reece Hinchcliff, University of Adelaide

    Reece Hinchcliff is a Professor in health services management at Griffith University. His work is founded upon multi-stakeholder collaboration to strengthen health system performance, with an emphasis on improving healthcare quality and safety across the Asia-Pacific region. His research has been published in leading journals and informed health policy and practice, globally.
